I'm going to say that's Eddie "the Cannibal" Merckx himself! Somehow I remember how to spell his name, and lose in countless other spelling venues.
I'd also like to point out that Justice (that blind lady under the doormat on the way into the whitehouse?) was served in the case of Paul L'Ecuyer.
